Lets answer this with an example.
Exposing holes in our defenses is useful to make the government actually take steps to try to plug them (As opposed to ignoring them, until somebody gets hurt)
BUT.
The way the Western world is financially at present, plugging may take some time. So if you expose a hole, its far more likely that somebody's going to use it.
Then theres releasing things like "What (homeland leader) thinks of (other superpower)" - That sort of thing really isn't relevant, and really could be quite dangerous.
Theres some things that it's just not useful to know.
Ergo, they could use a dose of common sense, but they do a useful job.
